Tire sculpture in the rain

When developers bought up much of the area roughly bounded by Jefferson, McNeil, Cleveland and Poplar, in Midtown Memphis, for retail (Target?) and high end housing, some structures were removed while others were left boarded up and burned out, leaving this large area in the heart of Midtown a victim of urban blight, and a prime spot for illegal dumping.

By contrast, within weeks after the demolition of 1544 Madison, the lot was graded and is now a grassy field.  Can’t something be done to get the developers to do the proper demolition and site restoration at this location, or will there be even more tire and garbage sculptures among the ruins?
